I picked Vanguard and I'm not sure if anyone on my team has Overload. Do I have to start an engineer?

Uhh, Archangel and I believe Miranda has it as well. Once you've casted Overload it has to completely drain your enemy's shield to count towards that achievement. Of course, I could be totally wrong.

You'll run into a shielded enemy pretty much everywhere
