I just fly to Lake of Rage and go back and forth between that and whatever Rt. is under it until one of those pokemon appear.  I put them to sleep, and used Golbat's Mean Look, but after throwing maybe 3-4 Ultra balls at them, they just use growl and end the battle.  It's effing frustrating.

 
Does anybody know some surefire ways to catch these bitches?

Master ball.
 
Or you can bring a Pokemon with a move or ability that traps them. Wobuffet has Shadow Tag, and Dugtrio has Arena Trap; then there's Mean Look, an attack which does the same thing. Look for it on Ghastly, among others.

Unless there's a way to dupe Master Balls anyways.

Pokemon in front spot above level 30 and below level 40. Max repels. Keep going through the south exit of Ecruteak and the grass under it until they appear. Took me <10 minutes to get both of them.

dude wait till you get to kanto and then grab some quick balls, then follow it and widdle its health down till its real low, then quick ball it
