Definitely the better looking character models. That was one of my biggest complaints (I didn't have many) of Oblivion. The characters all looked FUGLY.
Permanent first person wouldn't work. It would break the stealth/cover elements of the game. Having it all in 3rd person would work, but then I think the game would lose it's level of emersion. I think it's just fine the way it is.
