It's to curb potential launch week piracy, same reason other publishers pull the same shit (See Batman or Borderlands for examples). Make no mistake, the PC is just as ready to go as the consoles if not more ready because they don't need to go through platform cert.

Just don't enable Ubersampling and you will do fine on ultra (CPU might choke you some), the game is pretty well put together and scales nicely.

Of course I prefer 60 frames over 30, if there was no difference in graphical fidelity who on earth wouldn't.

Game seems extremely plain to me, wasn't really at all invested in what was happening. Also, is this an MMO engine? Seriously this looks like almost exactly like WoW, including the 7 year old texture and model detail. I don't normally rag on a games visuals that much but this really looks pretty low rent, they try to hide it a little with some fancy coloured lighting but it still looks pretty dated/ordinary.
