I wanted to comment on whether this will discourage bad habits on Steam, but I don't now enough about the sales side of things to make good judgment.

To more experienced/older users, or anyone with financial know-how, really:

How does the money exchanged in refunds work?

Is the company re-paying the customer, as in an exchange from the company's money to the customer's? Is the company cancelling the charge? In the case of the former, does the company keep the money in processing or is there a specific fund within the company's accounts that is considered "in case of refund," that is subsidized by larger profits to a certain limit?

I'm going to go read up on this, myself, but thought it would be a good idea to put out a line here, too.
