I agree that Oblivion's story was pretty lackluster. It didn't make you care about the characters at all, but Oblivion's main focus was the guilds and making the best character that you can in the way you want to make them. It didn't seem like they focused as much on the main story as they should have. I really hope Skyrim is different, because a good plot in video games can be a really beautiful thing.
I liked Fallout 3's story a lot better but that was mostly because I really wanted to help restore the world. Plus I loved the Dad character. Reminded me of my own father.

There's different aspects of a game that are unique, but it's hard to say any one game is unique in every way when you compare them to other games.
The first game that comes to mind for me is Okami. i remember back when the PS2 was the shit, I picked up Okami knowing virtually nothing about it, and I disliked it at first because it was so different. It was one of those games that it took me a few tries to really get into it, but once I got further and further into it, I was hooked.
I have frequented many gaming forums besides GiantBomb in my time, and this is by far the most level-headed, non-fanboy forum I've ever come across. Like, ever. Neogaf on the other hand is complete shit.
Yo, I feel for you with the money situation man. I've always managed to hold down a job and get a paycheck every month so I've never really hard a problem but if I could, I'd buy another game for you so you could have two on this list man. I hate gamers in distress.
On topic though, I'd go with Skyrim. You'd get the most play time out of it, therefore it'd be more worth your money.
