Region locking is enough to make me not want to buy a PS4. I thought we were done with that shit.

In general, neither digital nor disc-based games will be region locked, but PlayStation recommends that all users purchase games at the region of their residence to guarantee the best overall experience and customer service. In certain instances, a software publisher may choose to region lock a game title for specific reasons, but Sony Computer Entertainment expects these instances to be uncommon.
Look at that last sentence. It's entirely up to the publisher wether they want to region-lock their game or not. Many large publishers probably will.
That is exactly how it worked with the PS3:
"All PlayStation 3 games except for one are region free. Even though publishers could choose to region-lock specific games based on a mechanism that allows for the game to query the model of the PS3, none did so during the first six years after the launch of PS3. The first game to be region-locked on PS3 is Persona 4 Arena"
To help make the game more challenging, I'm currently switching between 2 full teams whenever one starts getting to a higher level than the local trainers.

It's working like a charm! (I am now completely under-levelled)
Not for the actual DLC, but the choices you make in 400 Days carry over to Season 2 along with your Season 1 choices.
So you might want to replay Season 1 regardless, just burn through it picking all the same choices again, it'll be a pain but hopefully it will be worth it come Season 2.
The 2DS seems like a brilliant move by Nintendo. It is aimed directly at parents unwilling to buy their kids a 3DS because of safety concerns, price or the stack of DS games their kids own and wouldn't be able to use.
