It was Jeff, I'm 90% sure. I don't know the exact time, but it should be near the beginning, since it's during the cutscene that occurs after dealing with the shotgun zombies, which is the first thing Vinny does in the video.

You know what Agent York's film-related monologues are reminding me of? Patrick Bateman's music monologues in the "American Psycho" novel. They're almost exactly the same tone.

And the funny thing is, York actually has some music monologues later in the game.  He and Zach are both punk fans, but they like different kinds of punk.

FAST TRAVEL: Do sidequest number 5, from george, he will give you a radio that lets you instantly warp to any location you've visited.
 
I posted this because vinny had a throwaway comment about really needing fast travel, and the Endurance run will be able to access alot more of the game's content with this knowledge.
