Is the Borg on the right/stretching Borg played by the actor who plays the dungeon keeper in The Princess Bride?

Q was a product of the TNG writers getting stoned and saying "What if God was just a petty asshole?" The same smoke sesh that prompted the thought "What if we just had a holodeck then we could make up any bs story line we want?" and "Magic is cool, look at Star Wars, let's put a fucking psychic on the bridge!"

Seriously, if the holodeck is powerful enough to create AI that is self-aware and fears termination of its simulation how do they know the holodeck itself is not self aware? If the holodeck can create AI that can reliably outsmart Data why does Data exist?
