    I've been playing the game for a while and I didn't get any new spell. so can any one tell how can I get new spells in the game ?

    You buy them.  Go to imperial city market area and look for a place that sells spells.  Higher level spells you can buy at the mage guild halls.

    The priests at the city churches will also sell spells.
