I don't know if it's actually supposed to be her, but after a quick internet search, there's an innkeeper character that's designed as a reference to her. The series has other little references here and there to Atlus characters like Jack Frost.

It's from Etrian Odyssey III.

She's also in EO2 in a much more obvious cameo, as she's working alongside Derek Stiles.
