    Try going into control panel > Internet Options > Connections > LAN Settings > Uncheck Automatically detect settings.

    I went from 30kb/s on and off to 3 mb/s

    it actually works, boosted me from 300 kB/s to 2.0 MB/s. It's super weird, the blizzard downloader is tied to IE settings for some insane reason
