I've got the steam version of the game and using windows 7. The textures either go invisable or comes up with a  red exclamation mark. For the armor it says the file isn't found in the pip boy.
 
I've downloaded the mod extracted it, put it in the data folder and selected it before launching the game. 
 
Any help would be apreciated since pc's make me feel completly retarded since I know I'm doing something wrong and don't know what.

Uh, what mod?

Did you make sure that all the texture/mesh folders and bsa files are in the right place?
Otherwise, posting which mod you're trying to install would help.

And the do I need to do something to the bsa files? The mods I've been trying are all .esp.

To install a mod you drop the "Mesh" and "Texture" folders into the "Data" folder, which should be at X:\...\Steam\Steamapps\common\fallout new vegas
The .esp also goes into the "Data" folder.
 
Then if one or more of the mods you are using has an .esp file you click the "Data Files" option on the Fallout:NV launcher and tick the .esps you want to use.... then you pray that it doesn't make the native Gamebryo issues even worst.
