So I was in the NCR Prison camp and I leveled up (to 5 I think) I got to add stat points but it did not ask me to choose a Perk. So now I am level 5 with only 4 Perks.
Has anyone else had this - Or is this supposed to happen? I'm guessing not going by my memory of Fallout 3.

You only get perks when you reach even numbered levels.

It's suppose to happen. You only get a perk every two levels in this game.

In New Vegas you only get a perk every even level. I'm assuming your two perks are from the two you choose as level 1 and the other two are from levels 2 and 4.
