    I have the ps3 version and had VATS become unavailable. Happened briefly before but a reload seemed to fix it, now though it seems permanent. 
    Anyone know of a fix?

    I don't have the game myself but I've heard that if you go into an area where you would not be able to normally use VATS, save the game and load it up again that may fix it.

    Go in a non-VATS zone (without any people you can target with it) Save over and restart it.  Or so i've heard.

    Seems to fix by entering combat. A little after it starts VATS becomes available again. I then managed to reload and VATS remained.
