Games that debuted/exist only in compilations

I was looking for the page on Pac-Man Arrangement and found that there isn't one.  The odd thing about PMA is that there was never an actual game release called "Pac-Man Arrangement."  Although it is a complete game, it has only been released as a part of various Namco compilations.  So I checked for Namco Classics Collection Volume 2, which is the first game compliation in which Pac-Man Arrangement appeared, and that page doesn't exist either.

So which way should something like Pac-Man Arrangement be added to the database?  As its own entry, with links to the games in which it is available (and vice-versa) or simply as a subset of info about NCCV2?
