Will FFXIV: A Realm Reborn be available on PSN day one?

So, title says it all. Also, any experiences with the PS3 version? Checked out a gameplay stream, and it looked like it has a frame rate of like, 5. Confirm or deny?

Framerate confirmed to be like, 6.

Can't speak to the quality of the port as I'm playing on PC but I think it's already up on PSN.
