Which is more annoying?
Forget that; enemies with regenerating health are only annoying if you don't target them effectively or let them hide*; not doing any damage at all is worse.
constantly spawning enemies. that one area twords the end of the first modern warfare. i literally sat there for allmost an hour killing bad guys until i realized i had to just move up. THEY JUST KEPT COMING!
blocking is fine, the regenerating health is just annoying.
speaking of this stuff specifically. i started a new skyrim character the other day, i fought this bandit chief who had a shield, he was a blocking maniac but he was fun to fight. HOWEVER later that day i was going for my first trip up high hgrothgar (spelling?) and that damn troll. i had to just run past it after trying to kill it a bunch of times. i couldnt nickel and dime him down cus his health would regen too fast
I would say regenerating health for sure. Nothing worse than wearing down a tough enemy's health only to have it all regenerate.

That troll was the worst. Luckily, I played as a Nord and just used the Battle Cry power on him.
@Clonedzero: Oh man, that ability is such a lifesaver early on. Don't really use it anymore, but it saved my ass a few times.
Regenerating health. There isn't much more annoying than finally whittling down a troublesome motherfucker to near death, then seeing him run behind some cover or catch a break for a few minutes and then come back with full health again and yourself with only half a clip and a shitty grenade left.
Not sure. It kind of depends on the game. I think both have their place in games, as a feature. Especially in multiplayer games.
But I totally get where you are coming from, when you try to kill something and it doesn't even make a difference to their health. So fucking frustrating.
