Did they change how friend requests work?

I've found that people don't get a request and appear on my list...If you friend request someone and they didn't request back do you go to their followers list instead?

Yes. It's a twitter like structure for the friends lists now. You can have any number of followers and 1000 people you select to follow. Mutual following is a "friend".

IMHO, it's a pretty slick idea that cleans up a lot of their old limitations.

@dionysis: I agree, it's a pretty slick new feature. Though, I was confused as to how it worked initially. Overall, I've been pleasantly surprised by the Xbox One UI/experience.

@veggiesbro: There is definitely some v1.0 issues with the XB1 UI. But from my experience using it, I think it is shaping up to be a really solid foundation for a simple, scalable entertainment UI. I think it'll end up much more solid than the current 360 UI that suffers badly from how much content it has had to scale to encompass.

@flameboy84: Will do. I'm dionysis on XBL and dionysis_gt on PSN.
