    On Gamestop.com it is described as "Reserve Heavy Rain and receive a code to download first chapter of Heavy Rain Chronicles, The Taxidermist. This prequel follows Madison Page as she investigates her first serial killer. Available online and in-store while supplies last. " But what is it? Part of the actual game or a seprate exlcusive thing?

    it's going to be a separate story and separate killer, prequel meaning things that happened before Heavy Rain the game.

    It's the first section of a planned three part side story.  The other bits will be released as paid dlc.

    amazon.com told me codes were delayed till march 6th.  i don't know if this is applied to other stores.
