I made this concept some time ago. I'm pretty sure I've heard nearly this exact utterance in multiple RPGs over the years, but I'm only sure of it in FF4 and recently Magicka (where the screenshot is from). I haven't done the legwork to confirm it in any other games. I'm pretty sure Lufia 1 says this exactly, and maybe even FF1. Comes done to what the localization team did in terms of the precise read, but I think any mention of an mysterious increase in the monster population at the beginning of the story would count.
