With Valve making TF2 FREE-2-play and releasing the Portal 2 DLC for FREE.

Anyone reckon they will do the same for L4D? 1 or 2? Or both?

No, TF2 was released for free because it was becoming dated and it's core- audience was getting stale and slowly dwindling. Not to mention the whole Hat's thing for micro-transaction kind of made the pay-for-the-box style of purchasing obsolete.

Hats in L4D? Why not?

Not in its current state. TF2 went free to play because they had another way to monetize it and stand to make much more money with that model on a 4-year-old game. Portal 2's DLC was free because Valve releases their DLC for free.
