While Catalina Thorne, the possible antagonist of Crackdown 2, was a research assistant at the Agency's cloning facility's, she did some of here own research resulting in the creation of the M2448 virus. After she was fired for doing her own research, she contaminated devices used by the Agency to create their clones. This virus changes normal healthy Agents into freaks. For the cloned Agents, the change was to radical and they died soon after. Catalina then started to inject homeless people searching for free 'medical consultants'. Their bodies where strong enough to survive the changes, and they now haunt Pacific City at night.
