I'd assume you mean for a second play through. Yes, you can. The game starts over so you go through the whole rebuilding aspect all over again. You just get bonuses to resources you have, your higher level and so forth.

Yeah you can but you have to do the custom character creation and keep him the same and then proceed to pick a new class after that. 

Wait, you can? I went through like all the cutscenes and couldn't find it. I guess I jumped conclusions, will try to see it again :S

No you can't if you are doing New Game+ (Import ME2 Character), you can change your look but not your class.
@onimonkii, yes you can import your ME1 character as many times as you want.

If you're porting your Mass Effect 1 character, then yes, you can change his or her respective class. 
 
If you're recycling your Mass Effect 2 character, then no, you cannot alter the class they've been equipped as.
