    Am I supposed to just follow this dude around, tranq all the guards, and not let anyone see me?

    I keep following the resistance dude between like, 3 of those mini areas, and then I startle him while he's pissing and he runs away.

    Do I just keep following until it triggers a cutscene or something?

    Just keep following him until he gets into a disguise, then keep following him. It takes awhile, but you'll make it.

    I did it, it just took a bit of patience.  I powered through the rest of the game last night.
