@darblade23: Those are all texture mods I believe. Stuff like that you can easily do without the official package.

@darblade23: without the mod tools they cannot alter or create meshes and a lot of system stuff cannot be altered. This is the main draw of mods. .ESP is just a file the system loads to access the data, doesn't mean theyre using mod tools to do it.
