Indirectly, yes. This is second hand info, but as I understand it, the way it generally works is that GameStop will commit to buying larger initial shipment of a game if they're incentivized by having an exclusive pre-order bonus. That in turn generally results in more pre-orders for that retailer so that can have some confidence that they'll sell through that shipment.

Not to defend GameStop, but remember that they take a risk on whether or not a game is going to be good just like we the consumers do when buying before it's reviewed. Except in their case they stand to lose millions if a game is crap and not $60...
