My guess would be Blur Studios  (SW: The Old Republic trailer, etc.)  If so, they've improved- I too thought this was live-action for a minute.

he voiced (the real) Ansem in Kingdom Hearts 2 (and a little in BBS), so doesnt avoid voice acting in video games

That is the probably the fourth time I've watched this trailer. The other times I watched it were on Gametrailers.com, Ign.com,  and Whiskey Media's comic section.  It's intense and action-packed.
 
The CG on this trailer is so realistic, it looks almost like it's live-action.  I'm guessing Hugo Strange is going to be the villain, considering he was tortuing that mercenary soldier for information. 
 
Overall, I seriously can't wait to play this new Batman game next year.
