Is there any point to having the 1-5 Star User rating anymore in XBL?  As far as I can tell, it's pretty damn hard (or impossible) to rate users these days.  It seemed pretty useless in the first place but I'd occasionally feel the urge to rate an exceptionally annoying person.  Can someone still be rated/blocked somehow?  If not, is there any reason to keep the ratings?

Almost everyone and their mother has five stars on their gamertag account so yes, it's largely useless.

Pretty much. Everyone already has 5 star ratings even if they are assholes and they don't effect anything like the likelihood of being matched up with them.
