Rob the Robot and ROB 64 are the same character. I'd argue in favor of keeping the first one since that's what he's known as in most games and has a bit more info on the page.
No secret identities or anything; the only reason I can decipher that there are two pages is that Rob had a '64' at the end of his name in Star Fox 64... as seemed to be the thing to do with almost everything on the 64.
