Entries For Unseen Characters?

I was wondering if it's okay for characters only mentioned, never seen, in games.  
 
I'm asking because I was wondering about Brian Johnson (the brother of Sweet, CJ, and Kendl Johnson in GTA: SA).  
 
If it could be created I would gladly fill it out with some decent info.

Thats actually a good idea.  Can't think of any right off but sounds like a decent enough page.

Hahaha. But really, I think the database should include any character from a video game. Even ones that only exist in backstory. "

Yeah pages for characters who are never seen but are mentioned have been created before.

There's a page for Chicago Ted so why can't you make this one?

But what about people mentioned and not seen in one game, yet appear in a different game? Would that fit this category?

We do have a Unseen Recurring Characters page,
but that would indicate that the characters mentioned have "appeared" in more than one game.
