If the page will benefit from having some brief quotes from the Game Manual, that is fine, as long as it is accompanied by plentiful original content. A page shouldn't be dominated by the quote. e.g. merely saying "The game manual says:" followed by a long ass quote from the game manual isn't appropriate. But having a lengthy & original paragraph about an aspect of the game, and then including a sentence or two from the manual to back it up is fine.
