From that snopes article, it's not clear that the condoms are actually 'used', as far as I can tell. It's a little ambiguous, but I got from it that they were just sub-standard condoms that were thrown out at the factory. Unless they were used... by people... I don't see the problem.

"They said in the article that there could be a possible spreading of STDs because of preserved bacteria in the condoms.. I'd say that's pretty definitive
