I changed xbox after finishing ME2 and the save file for the normal playing of the game didnt make it over.

In the "mass effect 2 importer" folder thing in the storage menu of the xbox there is a 204kb file named "John Shepard: Level - 37"

Is this the file used for importing into mass effect 3?

Not 100% sure. I do know that the savegame for import gets made separate from the savegames you yourself can make. It is possible that that is the file, but then it's also possible it's not.

If that savefile still exists, you should be able to use it to start a NG+ using that save as a starting point.

EDIT: Zidd is of course totally right, the level cap in ME2 is 30, so it has to be a ME1 save. Looks like you'll have to complete ME2 another time if you want a full ME1 and ME2 import into 3.

Now is a great time to replay ME2 anyway especially if you've never played the DLC.
