If I tell one of my past romances (from ME1 or 2) that I am still interested, does this lock me out of future romance options in ME3? I am caught between wanting to see new content and being expected to make this call so early in the game. Any spoiler free feedback would be appreciated.

romance question regarding old flames from ME1 and 2
It looks like it locks you out of future romances once you rekindle an old relationship. Without spoiling anything I'll give this example. After inviting a character up to my room I had two very different conversations with them over the same subject. In one save I was back with my old flame, and in the other I was single still.
You'll unlock a familiar achievement once you've started a new romance or rekindled an old one. At that point all other romances will become platonic.
I still totally had a couple of people (one being Cortez) hitting on me after I'd already soundly sealed things with Liara again, with the option to reciprocate, but I don't know if there would have been the option to take things further than flirting because I was pretty set down the Liara path and didn't want to screw that up.

Considering I chose Ashley in the first game and Jack in the second (two MUCH more volatile personalities) and they didn't, I can pretty safely say the answer is no. You basically just break it off with one and pursue the other.
Regarding romance, I just got the achievement for rekindling a relationship in ME3 and I didn't really like how it was handled. In ME1, I romanced Liara and in ME2 I didn't romance anyone, eventually having a scene where Shepard looks at her portrait before the suicide mission. It was obvious that they had a serious relationship, even in the Shadow Broker DLC and some parts in ME3 before the scene, but when it came time to rekindle the relationship with her the only choice Shepard had to say was "I want to be more than just friends". Kinda weird.
I followed through with my Miranda romance and got very clear "just friends" conversation options from my ME1 romance Liara and not even a hint of sexual tension with any other characters.
Mass Effect 2 romances get the shaft in this game. You'll be lucky if you get more than a few lines of dialogue in regards to that. Seeing as I don't give a shit about Ashley, Kaiden or Tali'Zorah, I feel the characterization of the Mass Effect 2 characters to be tragically awful.
