As for the pricing, it is a bit weird that its more expensive on consoles.
Though, Blizzard seems to want everyone to not know the 40$ version exists. If you click buy overwatch in game on PC it takes you to the Origins Edition, and you have to manually go into the store to see the 40$. Other retailers digitally only have the Origins Edition as well. I got the Origins Edition for the same price as the regular one though, from GMG with a coupon code. I tried it on both consoles and PC, and think thoroughly that its a PC game. It gave me flashbacks to playing TF2 on 360. Its just slower and its not as fun without having the typed chat, because nobody speaks with randoms barely.
As for your comment on Junkrat, I don't really see it. I think every character looks to be from a different universe, by design. I kinda wished for more inspired level design though. With all these characters, we don't have the characters inspired stages? Instead we have a Greek City, a Mexican City, a Hollywood movie set, an American western mountain pass-thing. I kinda hate the look of all the levels except for Nepal.
Lastly, D.va's ultimate is not too strong. Any line of sight stops it, if she puts it on top of the payload you can just stand behind it and not get hit. Its really weak and easy to avoid actually. I think she might be one of the weakest characters.
