Yeah, you definitely saw the worst of the west coast (LA). Travel around the pacific northwest (Seattle, Portland, etc) before making any final conclusions about the quality of the west coast.
Portland and Seattle's homeless crises and general uncleanliness is rapidly catching up to SF and LA. It fucking sucks and there is no good reason why a country with so much wealth refuses to help.
I've never felt unsafe walking around SF or LA or Portland or Seattle alone late but I'm also a tall, broad shouldered dude. I feel way less comfortable with the idea of some of my friends doing the same.
I've never thought much about the taxes thing. Interesting and I can see how that bothers you. That's a heck of a road trip and I'm glad you got to see some of the natural beauty of the country. Also it's funny to hear a Brit talk about how he liked the east coast cities more, you know, the coast with many more old Europe ties ;)
Somebody else mentioned it but if you ever make another multi city trip like that again try to work in Chicago. While I could never live there because I'm a wimp in regards to the city's winter weather I absolutely fell in love with it as a visitor. The Houston/Austin/San Antonio triangle in Texas is a fun trip also.
I'd like to get a chance to visit Philadelphia. Any general comments about that city as a foreigner?
