A lot of these games didn't come out this year, but these were the games that brought me the most joy in a year otherwise devoid of it!

GOTY. Apart from the amazing art, music, controls, writing etc, developers will likely be using this game as a holy textbook in game design for years to come.

I've waited my entire life to get immersed in a world like Night City in video-game form. Its rough, its overly ambitious, but the design, architecture, story and performances sold this world well enough for me to be completely lost in it. Maybe wait a year though.
