At that price limit, I think you'll be hard-pressed to find something quite as good as a Nexus or Sony tablet as others have suggested.
I recently bought a couple of tablets for a co-worker who wanted something affordable for her grandkids, but she had some odd requirements (3G/4G unlocked + recognizable name brand + no more than $250 total). These are the ones I found: LG G Pad but I can't say anything about the quality, 'cause I just handed them over unopened.
I have an Amazon Fire 7 (third gen., I think), and it's been fine. I waited until new models came out, then got mine on sale. Amazon forces you to use their modded version of Android, so no Google Play Store & some apps are hobbled because Amazon's OS doesn't get updated nearly as frequently as Android. You can root them, but it voids warranty, so it's usually best to wait until the tablet's a year old. All that said, Fire tablets run the Netflix app in HD perfectly. I haven't had any issue with e-books, audio books or comics (using ComicCat).
No access to the Google ecosystem is definitely a big drawback, but if you can live with that, Fire tablets are definitely more affordable than most with similar features. Fire Tablets
