I had it on but found that it often caused performance issues during transition, and even caused a permanent 50% performance drop in Just Cause 2 when it occurred. I decided the easiest way to deal with it was just to turn it off again, although I'm sure there are alternate solutions.
I've had flaky power supplies that get worse with time. It's probably a bad capacitor decaying faster than usual. I don't suspect capacitors affected by capacitor plague appear that often nowadays - more likely it's just a dud.
@Wunder_: Glad your issue seems to be resolved! Sometimes the easiest fix is just to nuke it from orbit (not to say there aren't other non-destructive ways to resolve it).

I haven't played too far, but it's probably the same as all the pneumatic weapons - hold R (or whatever your reload button is) then press Left Mouse (fire) to pump.
@xobballox: If I recall correctly, there's a mission to free a Dutyer (from Bandits, so it doesn't really affect your Duty/Freedom stance) to the East of The Garbage in The Dark Valley that gives you a PSO-1
