@development: I haven't played it yet, but from what I understand it's not really randomly generated, it's pre-designed areas and the randomization comes from which ones you'll actually get in a campaign.
Weird, I booted up SIGIL in GZDoom while watching this video with I'm pretty sure the same settings and it definitely wasn't as pitch black as I'm seeing in this vid.

Also lets you play online and set higher resolutions and stuff. There's also a ridiculously impressive mod for the Yuri's Revenge called Mental Omega which adds tonnes of new units, campaign and coop missions and a full new faction.
That doesn't get my single player RA 2 going which is what I want to play.
I googled "play red alert 2 modern pc" and the very first result led me to cncnet.org. smh gb lol.
I believe this is what they used for the networking. There were computer specific issues in getting it running, connected, and cloning the monitors for capture.
I can't comment on the in-studio weirdness, natch, but you weren't using CNCNet, because that uses its own launcher with its own, separate executable. The UI's very different and allows for more options. Just tested it, admittedly with YR instead of base RA2 and sure enough, it lets you do stuff like select different types of renderers, turn on borderless-fullscreen, and play the game at much higher resolutions. It also made running the game on W10 completely painless, at least on a home setup.
Not trying to be a dick or anything, just want to let you know in case there ever is a next time, and to give props to the C&C community for keeping the games alive!
