@Metal_Mills: As a former Xbox support employee I can tell you that the first thing we do after a customer threatens "further actions" is laugh out loud and tell our collegues of the idiot who thinks he could cause a ruckus with Microsofts lawyers in the other ring corner. After hearing all these 15 year olds, who watched one to many court drama shows, tell you they are gonna sue it's almost akin to just saying "derpa-derp".

Trust me. Be friendly and reasonable is the best way to get the best service.

Not sure about PSN, but on XBLA there are cases where the locale of your gamertag has to match the IP-adress you are connecting from.  
This is of course because of the severe censorship issues among some countries (Germany or Australia among others). 
The issue is called geo-fencing. It sometimes happens when ISP:s router their traffic through nearby countries (common i Scandinavia for instance). Usually it can be dealt with through calls to support however. 
 
Not sure about LA Noire but Rockstar hasn't been known to geo-fence prior to this release, can't see why they would start now. If you're still uncertain, send Rockstar an email regarding the issue and they'll probably have a straight answer within a day or two.
