Have used the same pardon letter 3 times now, so just wondering.

   

I'm not sure. I'm maxed out with like 4 pardon letters. Really, who uses pardon letters? I make my own rules of justice, friend.

I don't know why you chose to use Header 2 formatting, but I now will as well.    I was thinking the same thing about the pardon letter thing. As far as I know I never got another one but I seem to always have one with me.

They make a big deal about the first one but you probably get more as mission rewards without them telling you.

I'm pretty sure I picked one up some time later. I don't think it should be reusable, doesn't make sense for it to be so and pretty much breaks the game world as far as consequences go.

The game says dead enemies will drop pardon letters.  Maybe you guys would have caught that if it had been in Header 2.

Be sure to save at least one pardon letter for the achievement / trophy!!!

You get one each time you do a Gang Hideout in single player - it caps at 5 Pardon Letters.

you get pardon letters from SOMEWHERE, probably looting, but u get them anyway, and u use them ...
