To a certain extent, yeah the whole jump kick then kick legs trick is a nuisance in the lower skill levels but if you learn not just how to do the moves but when you can usually counter the "cheesers" and "spammers." Most of the characters have moves to counter against constant jumpers.
Mid-jump projectiles work fairly well against spammers as does parrying. Also, characters with the potential for flight or self-projectiles (Blanka, E Honda, Bison) can easily counter jump-and-kickers. It's just a matter of timing.
"When I try and do fireballs uppercuts and spinny kicks..." say no more and please leave... joking aside you should be able to anticipate your opponent and counter/attack accordingly also when finding players you like fighting against add em to your friends list and you will gain a catalog of opponents in no time
