I finished the game and think that this game has some the best characters of 2010. 
 
Scarlet Lake, Albatross, Gregori Pazinhov, Henry Leland, Hong Shi, Konstantin Brayko,  Omen Deng, Ronald Sung, Sergei Sulkov, a awesome Steven Heck... Memorable characters, in a very good spy story.

yeah some of the better characters I've seen all year.

Mass Effect 2 had characters that I personally enjoyed more, but this game certainly does have a great cast of characters.

I haven't played all that many 2010 releases. Justice from Dragon Age: Origins - Awakening would on my list for sure. John Marston from Red Dead too.

SIE presents players with an opportunity to meet a butch army girl and get strapped down and sexually assaulted outside of a Metal Gear game.

I haven't played Alpha Protocol (nor do I plan to), but I have my doubts about it surpassing both ME2 and RDR in terms of developed and memorable characters.
