I suspect they are pushing the content out to everyone and then unlocking on purchase.  Helps with impulse sales when all your mates have the new maps I you don't.  Also if the DLC owners get skins etc to use on all maps you can see the new skins even though you don't own the content.

It's well worth the $15 in my opinion. Some great new maps (although they do get a bit choke-pointy at times).
