    Overview

    Originally appearing as a supporting character in Dishonored: The Knife of Dunwall, Billie Lurk is a supernaturally-powered assassin from the Dishonored series. Aside from combat skills, Lurk has three supernatural abilities at her disposal: Displace, Semblance, and Foresight. Displace allows her to place a marker to which she can teleport at will, Semblance allows her to briefly assume the face and voice of anyone nearby, and foresight allows her to briefly stop time and detach her vision from her body to easily investigate an area. As she is not marked by the Outsider, her abilities come from Void artifacts, allowing her to regenerate Void energy over time.

    After leaving home as a child, Lurk took to assassination and theft to survive, earning her the attention of the assassin Daud. Seeing potential in Lurk, Daud offered her a position among the Whalers, a gang of assassins operating out of Dunwall. During the Knife of Dunwall DLC, Lurk aids Daud in his assassinations, before leading a small group of Whalers to try and assassinate Daud, due to concerns about his leadership. The attempt fails, but Daud spares Lurk's life, at which point she disappears to begin a new life.

    Lurk reappears in Dishonored 2 under the false identity of Meagan Foster, where she acts as the captain of the Dreadful Wale. As Meagan Foster, Lurk becomes associates with either Corvo Attano or Emily Kaldwin (depending on the player's choice), helping them plan the next steps in returning Emily to the throne, as well as sailing them to different locations. At the end of their time together, Lurk reveals her true identity, before stating her intent to track down Daud. This leads directly into Dishonored: Death of the Outsider, wherein an aging Daud convinces Lurk to help him kill the Outsider.
