    Billy the Puppet is the face that greets the victims of serial killer Jigsaw in the Saw series

    When Jigsaw was diagnosed with cancer, he decided to go on a killing streak, thus resulting in the Saw universe. 
    But because his victims where people he had seen before and they had a chance to escape, he didn't want to be recognized by them.  Being the creepy toymaker that he is, he created Billy the Puppet to speak his words to his victims so he could remain anonymous and unrelated to the killings.
