I think it's mainly down to localization, Europe has hella languages and if not translated properly the story may run the risk of making absolutely no sense at all, on top of 
the fact that the story makes absolutely no sense at all anyway.

As long as they're balanced and add something to the game..fine. 
Hazama looks awesome, Tsubaki looks like Dizzy from GG and..well, Noel clones are Noel clones (genetically speaking) 
As long as we never see Ky Kysuke I'm happy.
