Just recently having got my alignment with everyone set back to neutral after you make it to vegas i walk out of one of the casino's and some NCR troops start shooting at me? I reload to an earlier save and go back and still they show up as enemies what gives

I think what yer problem is is that you are naming your threads stupid things like WTF and LOL. 
 
no but seriously I have no idea.  Maybe you killed someone and they found out.

But i reloaded another save then walked back and their still in New Vegas so essentially its like i cant even go in there now or they'll shoot me

I had random NCR troopers shooting at me in the train station on The Strip. At the time I think I was accepted, I guess it's a bug.

It happens everytime i head close to michael angelo's down by the NCR encampment 4 NCR guys just come at me then as i leave the Securitrons turn me as well for no reason, my weapon isn't even drawn

And my armor is just a heavy metal armor that  i picked up
